What does "evolve with the harness" mean?
Normally you fix the scaffolding and train the model, or fix the model and hand-tune the scaffolding. Co-evolution means changing both together, so the model learns to exploit the tools it has while the tools adapt to how the model actually behaves. It is more powerful and much harder to evaluate, because you can no longer attribute an improvement to either component.
