What's this about?
As part of its Responsible Scaling Policy, Anthropic publishes regular Risk Reports detailing the risks of its systems and how prepared it is to address them. The second is now out.
What exactly is a Responsible Scaling Policy?
It's a public commitment by a lab to tie deployment decisions to measured capability. The structure is a ladder of risk levels, each with defined evaluations and required safeguards — the lab commits not to deploy a model past a threshold until the corresponding protections are in place. The point is to convert "we'll be careful" into something with tripwires that can be checked, and reported against, from outside.
Why is this worth noticing?

- Regular public risk reporting is one of the few mechanisms by which outsiders can track whether a lab's safety posture changes over time rather than only at launch.
- It arrives in the same week as the IPO reporting, which raises the stake: public-company disclosure obligations and voluntary safety disclosures will now sit alongside each other.
- It follows a run of related publications — the cybersecurity-eval incident report and the Fable 5 biology safeguards update — suggesting a deliberate cadence rather than one-off responses.
